Phase III Environmental Site Assessment
The purpose of a Phase III Environmental Site Assessment (ESA) is to determine the extent and distribution of contamination at a property through intrusive testing and to evaluate appropriate remediation strategies.
Our Phase III services include the following:
- Characterizing the extent of environmental contaminants identified during the Phase II Environmental Site Assessment (ESA)
- Evaluating the extent and magnitude of soil and groundwater contamination
- Reporting identified site contamination to applicable regulatory agencies
- Preparing a Remedial Action Plan (RAP) to define strategies for the removal, treatment, and management of identified contaminants
- Assessing potential remediation strategies, including estimated costs, schedules, and implementation requirements
What Happens During a Phase III ESA
- Remedial Action Plan (RAP): Engineers design a specific cleanup strategy based on data from the Phase 2 assessment.
- Site Cleanup: Workers remove or treat pollutants using physical, chemical, or biological methods.
- Soil & Water Treatment: Contaminated dirt may be dug up and hauled away, or it may be cleaned on-site using venting, washing, or bioremediation. Groundwater is pumped, filtered, or treated chemically.
- Verification & Testing: Technicians take new samples to prove pollution levels are below legal limits.
- Final Report: A document is created to show all cleanup steps taken and confirm the site meets safety rules.
When Is a Phase III ESA Required?
A Phase III Environmental Site Assessment (ESA) is required when a Phase II ESA confirms that soil, groundwater, or vapor contamination exceeds safe regulatory limits. It focuses on cleaning up or fixing those environmental hazards.

What Is the Outcome?
- A comprehensive report documents the sampling methodologies, laboratory findings, interpretation of analytical data, and recommendations for future remedial actions.
- The findings provide buyers and property owners with an understanding of the extent of contamination, assist in evaluating potential financial impacts, and support decisions regarding the need for remediation.
