Health & Safety Management System Support
Effective management systems are essential to achieving workplace safety objectives by supporting the protection of employees and reducing avoidable costs due to occupational injuries and illnesses.
eTech Environmental & Safety Solutions, Inc can assist organizations in developing certified management systems (e.g., ISO 45001) or implementing industry-recognized management system principles tailored to their needs. In either approach, the objective is to establish an effective system that can be implemented, monitored, and continually improved to promote employee health and safety.
In addition to developing management systems, eTech Environmental & Safety Solutions, Inc assists clients with creating site-specific programs to address workplace hazards, regulatory requirements, and operational needs. Services include developing task-specific standard operating procedures (SOPs) and OSHA compliance programs, such as job safety analyses, policy statements, lockout/tagout procedures, confined space assessments, and other safety-related documentation.
Process Safety Management (PSM)
Process Safety Management (PSM) is an OSHA performance-based program designed to manage process hazards and prevent or mitigate the consequences of catastrophic releases of highly hazardous chemicals.
Facilities that maintain inventories of flammable materials exceeding 10,000 pounds and/or store or use highly hazardous chemicals above the threshold quantities listed in 29 CFR 1910.119 Appendix A are subject to Process Safety Management (PSM) requirements.

Risk Management Plan (RMP)
While the Process Safety Management (PSM) program focuses on protecting employees and workplace safety, the Risk Management Program (RMP) is designed to protect surrounding communities and the environment.
Companies that manage certain highly hazardous chemicals above established threshold quantities are subject to the U.S. EPA Risk Management Program (RMP) requirements under 40 CFR Part 68. While the RMP incorporates elements of OSHA’s Process Safety Management (PSM) standard, it is focused on protecting the public and the environment from accidental chemical releases rather than primarily protecting employees in the workplace. The RMP rule also includes additional requirements beyond those established under PSM, such as evaluating potential off-site impacts, determining affected areas for worst-case release scenarios, and analyzing at least one alternative release scenario. These additional requirements often require specialized technical expertise beyond that needed for PSM compliance.
Similar to the Process Safety Management (PSM) standard, the Risk Management Program (RMP) regulation is performance-based, allowing companies flexibility in determining how to achieve compliance and what level of performance is appropriate for their operations. As technology and industry practices advance, EPA expectations for risk management performance may evolve, requiring companies to periodically update their RMPs to maintain compliance with current requirements. eTech Environmental & Safety Solutions, Inc provides the expertise needed to help clients develop, implement, and maintain effective RMPs in a cost-efficient manner.

Risk Management Plan (RMP) updates are required within five years of the previous submission, as well as when new processes are added, existing processes become subject to RMP requirements, or certain process changes occur. eTech Environmental & Safety Solutions, Inc assists clients with preparing RMP submittals and ensures that updates and resubmissions meet current EPA requirements.
