A Phase II Environmental Site Assessment (ESA) is an in-depth investigation that involves physical sampling and laboratory analysis of soil, groundwater, and/or soil vapor to confirm and quantify the presence of hazardous substances and petroleum products. It is recommended after a Phase I ESA identifies potential contamination and is used to evaluate the extent of the problem and determine liability before a real estate transaction is completed.

What Happens During a Phase II ESA

  • An environmental professional develops a sampling plan based on the findings of the Phase I ESA.
  • They conduct physical sampling, which may include collecting soil samples from boreholes or test pits, or installing monitoring wells to collect groundwater samples.
  • Samples are sent to an accredited laboratory for analysis to determine the presence and concentration of specific contaminants.
  • Common contaminants evaluated include mold, asbestos, lead-based paint, and chemicals often related to Underground Storage Tanks (USTs) or previous site operations.

When Is It Required?

  • A Phase II ESA is typically required after a Phase I ESA indicates that there are “Recognized Environmental Conditions” (RECs) on the property that require further investigation.
  • It is often necessary for properties being redeveloped or purchased where potential environmental risks need to be quantified.
