How Waste Is Identified as RCRA Hazardous

  • Corrosivity: A liquid with a pH of less than or equal to 2.0 or greater than or equal to 12.5 or a liquid that is capable of corroding steel at a specified rate
  • Reactivity: A waste that is unstable, reacts violently with water, or generates toxic gases when exposed to water
  • Toxicity: A waste that is expected to leach dangerous levels of toxic constituents into groundwater


Listed wastes: Waste is also classified as hazardous if it appears on one of the RCRA lists:

  • F-list: Wastes from common industrial processes like solvent degreasing
  • K-list: Wastes from specific industries and manufacturing processes
  • P-list: Unused commercial chemical products that are acutely hazardous
  • U-list: Unused commercial chemical products that are toxic

  • Cradle-to-Grave Control: RCRA provides “cradle-to-grave” management, which includes regulations for generation, transportation, treatment, storage, and disposal.
  • Manifest System: A hazardous waste manifest (EPA Form 8700-22) must be used for tracking hazardous waste shipments from the generator to the final disposal facility.
  • Generator Categories: The rules for hazardous waste generators vary based on the amount of waste produced. They are generally categorized as large-quantity generators, small-quantity generators, or very-small-quantity generators.
  • Transporter and Facility Requirements: RCRA also has specific regulations for transporters and for facilities that treat, store, or dispose of hazardous waste.
